Concela Tarver is a financial services professional with over twenty years of experience. She is dedicated to providing comprehensive financial services, planning, and education. She earned her B.A. in Law and Society from the University of California, Santa Barbara. She also studied Women’s Entrepreneurship at Cornell University. Concela has honed her expertise through various certifications and programs. She holds a Series 6 and 63 securities, real estate, and life and health insurance licenses. Additionally, she is a NAV Certified Credit Specialist and a Trauma of Money Certified Practitioner.

Concela’s professional journey has included several roles at Fortune 500 companies, where she honed her skills in small business development, banking, finance, real estate, insurance, and investing.
Concela is committed to financial literacy and assisting others with navigating critical financial stages of life. She has conducted over 500 workshops, educating individuals on business development, budgeting, debt reduction, and credit rebuilding. As a certified consumer credit counselor, she has actively contributed to community education programs, striving to empower individuals with financial knowledge and tools.

Throughout her career, Concela has demonstrated a client-centric approach, a commitment to compliance, and a passion for empowering individuals to navigate their financial journeys with confidence and resilience.

Dr. Jorge Chavarin was born and raised in East Los Angeles, California. In 1988, he joined the United States Marine Corps where he served in many leadership positions and received numerous awards for acts or services. After 24 years of active service, including two combat tours to Iraq, First Sergeant Chavarin retired from active duty.

Dr. Chavarin holds the following degrees; a BA in Organizational Leadership, an MBA, and a Doctor of Education in Organizational Leadership. His experiences include Department Chair for the Graduate School of Business and Management at Argosy University, Executive Director for the Veterans Chamber of Commerce, and Business Advisor for the Goldman Sachs 10KSB Program, and the Small Business Development Center (SBDC) hosted by PCR Business Finance.
In 2019, Dr. Chavarin founded JOChavarin Consulting Group LLC, a firm specializing in leadership and professional management development training, business consulting/advisement, and educational services.

Gary L. Polk, Sr. is an adjunct professor of Business Management, Ethics, and Entrepreneurship at CSUDH (CA State University, Dominguez Hills) in Carson, CA. He
began teaching at CSU, Northridge, in 1991, and by 1993 found that teaching was his true passion. Gary is very well known in the entrepreneur ecosystem encompassing Los Angeles County. Gary has also served as Executive Director of two business incubators. The first was with the South Bay Entrepreneurial Center (SBEC), where he led the SBEC from red to black ink in an excellent turnaround effort.

Greg Horos is a staunch small business advocate. As owner and co-founder of LOCALI, a multi-unit deli/market hybrid quick service restaurant concept, he served as Chief Operations Officer for over 15 years. Greg’s key areas of experience include budgeting, cost controls, labor, purchasing, vendor relations, and supply chain strategies. He is also well-versed in contract lease/financial negotiations, legal strategies, cost-benefit analysis, inventory control systems, and risk management planning.

Greg is now in his fifth year as an SBDC advisor and joined PCR Business Finance in 2023. He founded Big Catch Consulting, which helps develop customized growth strategies for small—to medium-sized businesses. His focus areas are retail, QSR/restaurant, and service-based operations. His expertise spans B2B/B2C Sales, Retail Management, and Cost Controls to Operational/Restructuring Planning, COGS/Menu design, Packaged Food Line, and Franchise/Licensing Development.

In addition to his consulting work, Greg has volunteered as a Business Representative for local Neighborhood Councils, Chambers of Commerce, and LAPD. He is currently very active in church outreach efforts, such as prison ministry and business development initiatives, to help build entrepreneurial commerce in underserved communities. As an avid fitness and OCR enthusiast, he trains for his next Spartan Race.

Harold C. Hart-Nibbrig, a UCLA School of Law graduate, has been a lawyer for over 44 years. He now practices general business and transactional law, representing numerous small and medium-sized private businesses and non-profit corporations. His business law skills were honed by over thirty years as a business and civil litigator, handling innumerable trials, arbitrations, and administrative hearings before various government agencies.

Harold is adept at helping clients with business startup issues, corporate and other entity formation matters, contracts, employment and personnel matters, business loan and equity financing issues, and business management. His clients consider him a part of their team and respect his problem-solving abilities.

Joseph Duncan is a seasoned financial services professional and business advisor with over 25 years of experience in the industry. Joseph serves as a Core Business Advisor with PCR Business Finance. In this role, he focuses on providing small business finance and general business coaching to help entrepreneurs grow their companies. In addition to his work with PCR, he is currently the Managing Director of Assured Consultants, Inc., a company based in El Segundo, CA, that specializes in providing solution-based services to small and medium-sized businesses.

Joseph is a native of Los Angeles, CA, and attended the University of La Verne and UCLA. He has two adult children. He enjoys sports, listening to music, reading, traveling, and cooking when not working. With his extensive knowledge and experience in the financial services industry, Joseph is passionate about helping small business owners and executives achieve their goals and realize their full potential.

Karen also has certificates from TUCK at Dartmouth and CORO. In addition, she has excellent communication and interpersonal abilities to cultivate a business strategy and rapport with key stakeholders to develop innovative procurement tools and programs to enhance efficiencies and reduce costs.

Karen is best described as a hands-on team leader who leads by example and successfully manages highly effective, cohesive teams, motivating them to peak performance to enhance revenues and set standards for excellence. In addition, Karen’s expertise and background in the public sector provide an opportunity to assist companies that are required to develop and report Supplier Diversity Programs.

Keith Harris is a dynamic entrepreneur and marketing executive with over 23 years of experience leading strategic brand initiatives, business development efforts, and marketing campaigns within the sports and entertainment industries. Mayra Cortes is a Los Angeles native and proud Angeleno, bringing a diverse background as a business professional, entrepreneur, and innovation-driven strategist. She has extensive experience across training and development, instructional design, branding, digital marketing, and business consulting, supporting organizations from early-stage startups to established small and mid-sized businesses across industries including manufacturing, construction, technology, finance, and beauty.

She specializes in guiding clients through business planning, strategic development, and growth initiatives that strengthen operations and improve long-term sustainability. Mayra holds a Bachelor of Arts in Public Relations from William Jewell College and has completed multiple certifications in business and professional development. She is bilingual in English and Spanish.

Miriam Aguilar has over 15 years of experience working with Small Business Development Centers (SBDCs) as a business advisor, assisting both entrepreneurs and established business owners across different industries. At PCR SBDC, she supports both startups and established business owners in setting up and organizing their businesses. She provides guidance on licensing and permits, business plan development, and helps clients select and use the QuickBooks version that best fits their needs.

Prior to her work with SBDCs, she co-authored and translated a business startup guide from English to Spanish. She holds a B.A. in Spanish Literature from UCLA and is a Certified QuickBooks ProAdvisor.

Patricia V. Click began her career at Southern California Edison 41 years ago as a file clerk in the Phone Center. She advanced to a Principal Manager in the Accounts Payable department, becoming the first African American senior manager in the Controllers organization. Pat recently retired from SCE and launched her Ventress Click Ventures LLC (VCV) business. In addition to her outstanding reputation as a valued Edison employee, Pat is well known for her mentorship, community service involvement, and partnerships with many associations. Pat has two children and seven grandchildren.

Pat currently works with small businesses to help them achieve their dreams. Her coaching style is inclusive, engaging with each client and meeting them where they are—no judgment, no criticism, just pure support. During this phase of her life, she has developed a new passion: “Each One Teaches One.” Allowing people to be themselves brings out their inner power and love for each vision.

Sahar Andrade, MB BCh, is a Diversity, Global Leadership, and Personal Transformation Speaker/Consultant. She lived, worked, and was educated in seven countries and three
continents; she speaks five languages. She holds a double Bachelor of Medicine and Surgery, a major in Psychiatry from Cairo University, and completed a Mastery of HR Studies Certificate Program.

Sahar is a USC Adjunct Professor for the Multicultural Executive Women Leadership program. She appeared on nationally syndicated radio multiple times, such as 1100 AM KFNX news. She has given speeches at the University of Phoenix, UCLA, Cal State Long Beach, Cal State Dominguez Hills, Cal State San Bernardino, SBA (Small Business Administration), and Woodbury University. She has also spoken at many conferences locally, in Canada, and overseas. She has been featured as an SME (Subject Matter Expert) numerous times in many national magazine articles on topics such as diversity executive and diversity bar.

She served as a board member for NAAAHR and the Los Angeles Diversity Council and is currently a board member of the Leadership Circle of Change. Her book, “49 Things about Entrepreneurship,” is published on Amazon. Her client list includes government agencies, public utilities, nonprofits, healthcare, and educational organizations. Sahar founded Sahar Consulting, LLC, and Reinvent Yourself to Greatness.

Tom McCluskey is an organizational consultant and business advisor, specializing in virtual and remote work as well as organizational effectiveness, organizational design, revenue generating skills,, effective sales techniques, change management, talent management and cross cultural management. He is also a University Instructor at Pepperdine where he teaches graduate level business courses, and at UCLA where he teaches leadership and statistical communications courses. Before becoming a university instructor and consultant, Tom served as a media executive in New York City for nearly 20 years, where he led his media properties to revenue increases and increased profitability while developing his people for their professional success.

Tom’s passion for business success never runs cold. He is inspired to help others help themselves, improving the performance of their organizations and the people that make them up. He does so with a positive mindset and inspirational approach. As a Business Advisor at PCR SBDC, he helps our clients come up with effective solutions and train others to do so as well to grow their business.

Tom earned his Bachelor of Arts degree in Broadcast Journalism and English from the University of Southern California and his Master of Science degree in Management and Leadership from Pepperdine University.

Trevor is a business consultant for Pacific Coast Regional (PCR) SBDC. He obtained his Bachelor’s degree in Business Administration from Loyola Marymount University. He also received a Master’s degree in History, Technology, and Society from the Georgia Institute of Technology and his Master’s Degree in Business Administration from American Jewish University.

With his great love for sports, Trevor became an assistant coach at Georgia Tech while obtaining his Master’s, and then moved on to become an assistant coach at UC Davis and head coach at Santa Monica College. Trevor has been with the Small Business Development Center (SBDC) since 2007, working to help provide information and advice to prospective small business owners regarding strategic business planning, marketing, budging, projections, small business loans, and investments.
